Summary of Proposal:
The regulation amends the definition of "standard room" to include a two-bed room that is shared by spouses on or after April 1, 2011. Any semi-private room will be re-designated as a standard room so long as it is shared by the spouses, and each spouse will be charged no more than the amount for basic accommodation.

Complementary amendments are made relating to charges for accommodation and internal transfer rules to ensure that where the spouses no longer share the room together, the spouse that continues to occupy a bed in that room will continue to be charged no more than the amount for basic accommodation until he or she is transferred to a standard room.
