In Ontario, the regulation of health professions is based on a self-governance model. There are 21 health regulatory colleges governing 23 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm's length from the provincial government and independently administer their own internal processes.

Under the RHPA and the Medicine Act, 1991, the College of Physicians and Surgeons of Ontario (CPSO) is responsible for governing the profession of medicine in Ontario. Under these Acts, the CPSO has the authority to make regulations on a variety of subject matters, including the authority to make a regulation prescribing a quality assurance program for its members. The regulations are subject to the prior review of the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.

The amendments to the quality assurance regulation under the Medicine Act, 1991 were made to among other things, to ensure that the CPSO's Quality Assurance (QA) program and QA regulation meet new quality assurance requirements in the Health Professions Procedural Code, (Code) which is Schedule 2 to the RHPA that came into force in June 2009.
