Summary of Proposal:
The purpose of the Accessibility for Ontarians with Disabilities Act and its regulations is to develop, implement and enforce accessibility standards in order to achieve accessibility for Ontarians with disabilities by 2025. The Act establishes a participatory standards development process involving persons with disabilities, the Government of Ontario and representatives of affected industries and sectors of the economy.

The Accessible Customer Service Standards Development Committee, established to develop a proposed standard for accessible customer service, submitted its proposed standard to the Minister of Community and Social Services in April 2007, following a mandated fall 2007 public review period.

The government intends to enact an Accessible Customer Service Standard Regulation that is consistent with the Committee's proposal, with some modifications. This regulation will be the first phase in moving towards achieving accessible customer services in Ontario. Subject to all government approvals, the Ministry's goal is to have the Customer Service Standard Regulation in force by January 1, 2008.

The Ministry is posting for public comment a draft regulation to exempt those private sector persons and organizations (including not-for-profit organizations) - which will be subject to the Accessible Customer Service Standard Regulation - from filing accessibility reports for that regulation, if they have fewer than 20 employees. The reasons are included in the draft Exemption from Reporting Requirements Regulation.
