Expansion of the Slow Down, Move Over (SDMO) law - Working for Workers Six Act, 2024

The Ministry of Transportation (MTO) is soliciting public comment on a proposed legislative amendment to section 159 of the Highway Traffic Act (HTA) to expand Ontario's Slow Down, Move Over law.

Proposed amendments to the Employment Standards Act, 2000 (ESA), if Bill 229, the Working for Workers Six Act, 2024, passes.

Bill 229 would amend the ESA to: Introduce a new unpaid leave, allowing employees up to 27 weeks of job protected leave due to a serious medical condition. Additionally, establish a new unpaid leave for parents through adoption and/or surrogacy of up to 16 weeks because of the arrival of a child into an employee's care through adoption or surrogacy.

Proposal to create a regulation under the Ontario Energy Board Act, 1998 to change cost responsibility rules for certain electricity system connection infrastructure for high-growth areas where load growth materializing in the future is very likely  (source: Environmental Registry)

We are consulting on potential changes to cost responsibility for certain electricity system connection infrastructure for high growth areas. The changes could reduce the cost to 'first mover' customers and enable more timely development of infrastructure to enhance system readiness for industrial and housing development and electrification.

The College of Homeopaths of Ontario, College of Opticians of Ontario, and College of Registered Psychotherapists and Registered Mental Health Therapists of Ontario Proposed Regulations Related to Protecting Patients Against Sexual Abuse by Members of the Profession

The College of Homeopaths of Ontario (CHO) and the College of Opticians of Ontario (COO) are proposing to permit their respective members to treat their spouses without this treatment constituting sexual abuse. The College of Registered Psychotherapists and Registered Mental Health Therapists of Ontario (CRPO) is proposing a regulation that would impose a minimum period of five years following termination of psychotherapy, during which any sexual relationship between a provider and former client would be considered an act of professional misconduct.

Minister's Regulation to implement the appointment of Regional Chairs

The Minister of Municipal Affairs and Housing has the authority under section 218.3 of the Municipal Act, 2001 to appoint the heads of council for the Regional Municipalities of Niagara, Peel and York during the 2022-2026 term of council.

Proposed Amendments to Ontario Regulation 525/97 to Exempt Certain Official Plan Matters from Approval under the Planning Act

The Minister of Municipal Affairs and Housing (MMAH) is proposing to amend O. Reg. 525/97 (Exemption from Approval - Official Plan Amendments) under the Planning Act in order to exempt certain municipalities from the requirement to obtain the Minister's approval of most official plan amendments.

Proposed amendments to regulations under the Health Protection and Promotion Act to effect the voluntary mergers of certain local public health agencies.

The Ministry of Health is proposing to amend Reg. 553 (Areas Comprising Health Units) and Reg. 559 (Designation of Municipal Members of Boards of Health) under the Health Protection and Promotion Act to effect the voluntary mergers of specified local public health agencies. Consequential amendments would also be required to Reg. 569 (Reports).

The Ministry of Citizenship and Multiculturalism (MCM) is proposing to streamline the approval process for releasing conservation easements held by the Ontario Heritage Trust (OHT) over all or part of a property, where such a release would not affect the heritage attributes protected under the easement agreement.

The Ministry of Agriculture, Food and Agribusiness is proposing amendments to the Farm Implements Act (FIA), Regulation 369: General and O. Reg. 123/06: Dealership Agreements to provide cost savings and reduce administrative burden for dealers and distributors, streamline the dispute resolution process and to enhance protections for rural Ontario dealerships.

Red Tape Reduction- Northern Services Boards Act (NSBA) Modernization

To support the Northern Services Boards Act (NSBA) Modernization Initiative, the Ministry of Northern Development (MND) undertook an internal review of the NSBA in Fall 2023, and conducted consultation sessions with Local Services Boards (LSBs) in early 2024. As a result of this work, MND is proposing nine (9) legislative amendments to the NSBA to modernize the Act and address feedback received. One of the proposed amendments to the NSBA will also require making consequential amendments to the Ombudsman Act.

Proposal for amending the Education Act and making consequential amendments to other acts to recognize 'System Principals'

As part of the Ontario government's Fall 2024 Red Tape Reduction Bill, the Ministry of Education (EDU) proposes amendments to the Education Act that would, if passed, recognize the position of 'system principal' as part of the legislative framework for public education, including the following minimum qualifications: o Must be a member of the Ontario College of Teachers (OCT); o Must have school board wide responsibilities; and o Must supervise at least one board employee. To ensure alignment with the above, consequential amendments are also proposed for the following statutes: the Provincial Schools Authority Act; School Boards Collective Bargaining Act, 2014; Teaching Profession Act.

Proposed amendments to the Modernizing Ontario for People and Businesses Act, 2020

As part of the Cutting Red Tape, Building Ontario Act, 2024, the Ministry of Red Tape Reduction (MRTR) is proposing amendments to the Modernizing Ontario for People and Businesses Act, 2020 (MOPBA) to require ministries to consider individuals when reflecting on principles of regulatory modernization as they develop proposals and, in prescribed circumstances, to analyze and publish the potential regulatory impact on individuals.
