Proposed regulations to Quality of Care Information Protection Act, 2016

The Ministry of Health and Long-Term Care is proposing two new regulations under the revised Quality of Care Information Protection Act (QCIPA, 2016). QCIPA allows health professionals to have shielded discussions about incidents or matters involving patient care within quality of care committees established by authorized health facilities to improve patient care. These proposed regulations support the implementation of QCIPA 2016 and are similar to the regulations under QCIPA 2004.

Proposed amendments to O. Reg. 442/01 (Rural or Remote Electricity Rate Protection made under the Ontario Energy Board Act, 1998 (OEBA) and to O. Reg. 429/04 (Adjustments Under Section 25.33 of the Act) made under the Electricity Act, 1998 and proposed regulations under the Ontario Rebate for Electricity Consumers Act, 2016, if passed, and other consequential regulatory amendments.

ENERGY introduced proposed legislation to put in place an 8% rebate on electricity bills for eligible customers. Creation of regulations under Ontario Rebate for Electricity Consumers, Act, 2016 (Bill 13), if passed, would establish regulatory mechanisms to support the delivery of the 8% rebate. The government also committed to build on existing programs to provide further rate relief for eligible low-density rural customers and to expand Industrial Conservation Initiative (ICI) eligibility.

The Ministry of the Environment and Climate Change (MOECC) proposes revoke Ontario Regulation 153/99 - Ontario Power Generation (O. Reg. 153/99) under the Environmental Protection Act. O. Reg. 153/99 sets sulphur dioxide (SO2) and total nitrogen oxides (NOx) emission limits on Ontario Power Generation (OPG) facilities in the aggregate. The Regulation is no longer needed in view of OPG having substantially reduced its SO2 and NOx emissions as a result of Ontario's phase-out of coal.

Regulations under the Pooled Registered Pension Plans Act, 2015

On May 28, 2015, the Pooled Registered Pension Plans Act, 2015 ("PRPP Act") received Royal Assent. The Jobs for Today and Tomorrow Act (Budget Measures), 2016 amended the PRPP Act to further facilitate harmonization with other jurisdictions and ensure the efficient operation of pooled registered pension plans ("PRPPs"). These draft regulations will complete the legal framework for the establishment and administration of PRPPs in Ontario and enable the PRPP Act to be proclaimed.

Amendment to Regulation 628 (Vehicle Permits) under the Highway Traffic Act (HTA) to repeal provisions related to refunds

The Ministry of Transportation is proposing to repeal provisions in Regulation 628 (Vehicle Permits) relating to the issuance of refunds for remaining validation on a returned licence plate. The proposal will affect licence plate holders of regular vehicles (including one time fees for trailers, off-road vehicles, and municipal fire trucks). Commercial motor vehicles will not be affected. Certain exceptions to allow for refunds are proposed to be retained by policy

Proposed amendments to Regulation 440 (Vegetables for Processing - Marketing) under the Farm Products Marketing Act to remove the provisions establishing negotiating agencies and to add provisions establishing an industry advisory committee.

Through Regulation 440, the Ontario Farm Products Marketing Commission (Commission) delegates powers to the local board and provides for the establishment of negotiating agencies to determine matters such as minimum prices and terms and conditions of sale of regulated vegetables. The Commission is proposing to amend Regulation 440 to remove the provisions establishing negotiating agencies and to add provisions establishing an industry advisory committee.

Consultation relating to regulations under the Securities Act and Commodity Futures Act as part of revised consultation draft legislative amendments and draft initial regulations relating to the Cooperative Capital Markets Regulatory System (CCMR).

Certain regulations made under the Securities Act and the Commodity Futures Act are expected to be proposed to be revoked upon the proposed repeal of the legislation under which they were made. Specifically, the Securities Act and Commodity Futures Act are expected to be proposed to be repealed as part of the Cooperative Capital Markets Regulatory System (CCMR) project to modernize and harmonize capital markets regulation.
