The Ministry of Children, Community and Social Services is proposing regulation amendments to the current Administration and Cost Sharing regulation as a result of recent legislative changes.
The proposed amendments are technical changes to reflect that the current cost-sharing relationship between the ministry and municipalities and District Social Services Administration Boards in specific geographic areas will continue where the ministry becomes the delivery agent.
There will be no impact at this time to cost sharing or funding arrangements as a result of the proposed regulation. Cost sharing will be reviewed at a later date once the ministry has refined the new program structure.

The Ministry of Finance is proposing to make a regulatory amendment to reduce burden on credit unions and investors by eliminating the requirement for credit unions to include the last audited financial statements that were tabled before members in any offering statement.

Ontario is proposing a new regulation under the Environmental Protection Act, to allow owners of certain stormwater management works to self-register on the Environmental Activity and Sector Registry (EASR). We propose to amend Ontario Regulation 525/98 under the Ontario Water Resources Act, to exempt some stormwater management works in residential areas from approval requirements. We are also proposing to amend Ontario Regulation 287/07, made under the Clean Water Act, 2006, by removing the need for, limiting, or restricting the types of policies to be included in source protection plans where a significant drinking water threat is being managed through registration on the EASR.

Amendments under Ontario Regulation 311/15 of the Pension Benefits Act to extend the deadline for actuarial cost certificates and allow plan administrators to provide certification of how the plan members' consent threshold for the conversion has been met. The amendment would give the CEO of FSRA the authority to request the consent and objection forms received by administrators.

The Ministry of Education is consulting on the Better Schools and Student Outcomes Act, that if passed, will amend the Education Act, Ontario College of Teachers Act, 1996, College of Early Childhood Educators Act, 2007, and Ontarians with Disabilities Act, 2001.
The Act, if passed, will help to re-focus Ontario's education system on student achievement, prioritizing hands-on learning and skills development in reading, writing and math, as well as continuing efforts to modernize our education system by unifying its focus on student achievement, putting highly qualified educators in the classroom and strengthening the voice of parents to enable students to succeed in life and work.

We are seeking comments on the proposal to prescribe Section 13: Prevention and Response Plans under the Invasive Species Act, 2015 as instruments under the Environmental Bill of Rights, 1993. It is the ministry's intent to continue to pilot new micromobility vehicles and to expand existing pilots when deemed appropriate and consistent with the ministry's road safety mandate. Furthermore, it is the ministry's desire to reduce regulatory burden where possible and streamline its existing micromobility regulatory approach.
The ministry is now proposing, as part of this regulatory registry, to regulate these multiple micromobility vehicles under one pilot regulation.

The Ministry of Finance is proposing to make regulatory amendments to align financial insurance treatment for FHSA held at Ontario credit unions with that of other registered accounts (e.g. Registered Retirement Savings Plans, etc.). The FHSA is a new registered savings plan launching in 2023 providing tax benefits for eligible individuals saving for their first home. Amendments would also allow credit unions and caisses populaires to act as trustees for FHSAs, similar to other registered accounts.

The Ministry of Finance is proposing regulatory amendments that would enable FSRA's proposed amendments to the UDAP rule to ban deferred sales charges in segregated funds. The Digital Platform Workers' Rights Act, 2022 (DPWRA) was enacted in April 2022. It provides certain rights and protections to digital platform workers who provide ride share, delivery, or courier services for payment through the use of digital platforms.
The legislation is not yet in effect. Regulations are required to address certain matters under the Act before it can be proclaimed into force. The government is consulting on these proposed regulations.

The ministry is re-engaging with stakeholders through a consultation paper that sets out proposals for reform to the Consumer Protection Act, 2002 grouped in two categories broad consumer protection and empowerment, and sector-specific protections. This paper builds on the consultation that occurred in 2020-21 and includes many of the proposals that were in the 2020 consultation paper. Some of the proposals from 2020 have been updated to reflect feedback from respondents to the previous consultation and new proposals are also included. The ministry is seeking feedback on whether these proposals are supported by consumers and businesses.

1. In certain proceedings before the Law Society Tribunal, an elected bencher lawyer is required to sit on the panel. It is proposed that this requirement be amended such that either an elected lawyer bencher or the Chair of the Tribunal are required to sit on those panels.
2. A motion in a Hearing Division proceeding may be heard by a one-person panel, unless a three-person panel is required. It is proposed that the requirement for a three-person motion panel in certain circumstances be replaced by the authority of the Tribunal Chair to decide whether a one-person or three-person panel should be assigned in each matter.

The Ministry of Transportation (MTO) is proposing to introduce a digital learning module for air brake holders that may be completed as an alternative to the knowledge test currently required at time of renewal. The module can be accessed by drivers at any time, from any location, and will take about 30 minutes to complete. The learning module will be designed specifically for drivers and will focus on operational and practical knowledge a driver should have to operate a vehicle with air brakes.
Drivers will have the option to complete either the air brake learning module or the current air brake knowledge test; both will satisfy the knowledge renewal requirement.

As part of the Child Welfare Redesign Strategy, the Ministry of Children, Community and Social Services (MCCSS) has developed a new policy and program for youth transitioning from the care of children's aid societies. MCCSS is proposing to introduce regulatory amendments and issue a policy directive to hold children's aid societies clearly accountable for preparing youth to successfully exit their care and to introduce a new program for youth leaving care, to improve their long-term economic independence through life skills development, post-secondary education and pathways to employment.
