General Matters under the Authority of the Lieutenant Governor in Council under the Community Safety and Policing Act, 2019

The Ministry of the Solicitor General (SOLGEN) is proposing to prescribe requirements and definitions with respect to general matters under the authority of the Lieutenant Governor in Council related to the provision of policing, administration of police services, political rights and activities, duties of members of a police service, and duties of Chiefs of Police.

Training under the Community Safety and Policing Act, 2019

The Ministry of the Solicitor General (SOLGEN) is seeking to: modernize the regulatory requirements related to police officer training; introduce regulatory requirements related to special constables training; and prescribe a timeline for members of a police service board, OPP detachment board, First Nation OPP board, or of a committee of any of the aforementioned boards to complete required training per section 35 (4).

The Local Services Board of Pellatt, Pelican, Umbach, Gidley - Request for the Power of Recreation

The LSB of Pellat, Pelican, Umbach, Gidley (LSB) currently provides fire protection services and emergency telecommunications services to its inhabitants and collects an annual fee to cover these operational costs. The LSB is requesting an amendment to Section 42(4) of Regulation 737 to include the power of recreation, which would allow it to contract for the use of recreation facilities or participation in programs of recreation; carry out programs of recreation; or acquire, establish, construct, operate and maintain recreation facilities, and may charge fees in respect of these programs and facilities.

Proposed new Regulation made under sections 19(2)(b)(iii) and 36(0.1) of the Securities Commission Act, 2021 that prescribes additional purposes for which the Ontario Securities Commission (OSC) can use enforcement money

The Ministry of Finance (MOF) is proposing to create a new regulation, to be approved by the Lieutenant Governor in Council, made in accordance with sections 19(2)(b)(iii) and 36(0.1) of the Securities Commission Act, 2021 (SCA), that will allow the OSC to use funds collected pursuant to enforcement orders and settlements for two new purposes in addition to the purposes that are prescribed in the SCA.

Proposed amendments to Ontario Regulation 664/98 Fish Licensing (O. Reg. 664/98) to enable the transport of preserved bait and the temporary movement of bait into and out of Bait Management Zones  (source: Environmental Registry)

We are proposing regulatory amendments to enable the transport of preserved baitfish and leeches into and out of Bait Management Zones (BMZ). In addition, we are also proposing amendments to allow the temporary transport of baitfish and leeches out of and into a BMZ so that they can be used in the BMZ they were acquired in.

Legislative review of the Police Record Checks Reform Act, 2015 (PRCRA)

The Police Record Checks Reform Act, 2015 (PRCRA) came into force in 2018 and established the province's first-ever clear, consistent, and comprehensive set of standards to govern how police record checks are conducted and disclosed in Ontario. Section 21 of the Police Record Checks Reform Act, 2015 requires the Minister to review the legislation within five years of the act coming into force. The Ministry of the Solicitor General (SOLGEN) is now seeking input from the public as part of the five-year legislative review.

Adequate and Effective Policing (General) Regulation under the Community Safety and Policing Act, 2019

SolGen is seeking to modernize the regulatory framework for adequate and effective policing to provide greater quality and consistency in the delivery of police services across Ontario. The proposed general regulation sets out standards and procedures for the policing functions that are a part of adequate and effective policing under Crime Prevention; Law Enforcement; Maintaining the Public Peace; Emergency Response; Assistance to Victims of Crime; and any other prescribed policing functions. Other regulations deal with other specific requirements of adequate and effective policing.
