The AWS Shelter Standards (Standards) establish common service requirements for sheltering service providers housing animals in the Chief Animal Welfare Inspectors' care, and they reflect the most commonly accepted approaches to animal care and health practices and procedures and encompass all elements of facility, shelter, and animal care management and operations.

Consumer Protection Act, 2023: Consultation on Phase 1 Regulatory Proposals

On December 6, 2023, Bill 142, the Better for Consumers, Better for Businesses Act, 2023 received Royal Assent. Bill 142 introduced a new Consumer Protection Act, 2023 (new CPA) that would, if proclaimed, replace the current Consumer Protection Act, 2002, which governs most personal and household consumer transactions in Ontario. The Ministry of Public and Business Service Delivery and Procurement is consulting on the first phase of draft regulatory proposals that are required to bring the new CPA into force.

Consultation on Proposed Regulations Regarding Condo Owners' Meetings and Expansion of the Condominium Authority Tribunal's Jurisdiction to Include Owners' Meetings

This consultation is being conducted by the Ministry of Public and Business Service Delivery and Procurement (Ministry), which has responsibility for the Condominium Act, 1998 (Condo Act). The Condo Act governs many of the rights and responsibilities of the condominium community, including condo developers, purchasers, owners, mortgagees, residents, and condominium corporations and their boards.

We are proposing to add new waste materials to the Off-Farm Anaerobic Digestion Materials Protocol under the Nutrient Management Act, 2002. The proposed changes would result in consistent eligibility of organic waste materials from the production of ingredients, irrespective of where the ingredients are produced.

Amendment of Regulation O. Reg. 329/04 (General) under the Personal Health Information Protection Act, 2004 (PHIPA)

The Ministry of Health is posting a notice of a proposed regulation under PHIPA for public consultation in the period December 20, 2024 to February 18, 2025. The proposed amendment to O. Reg. 329/04 (General) under PHIPA (the PHIPA Regulation) would name Ornge as a "Prescribed Person" (i.e., a Prescribed Registry) in respect of its planned operation of the Critical Care Information System, replacing Hamilton Health Sciences Corporation. The PHIPA Regulation currently identifies "Hamilton Health Sciences Corporation" as the prescribed person in respect of the Critical Care Information System under section 13 of the PHIPA Regulation.

Proposal to amend the Milk Act and the Food Safety and Quality Act, 2001

The Ontario Ministry of Agriculture, Food and Agribusiness is seeking input on proposals that would amend the Milk Act and the Food Safety and Quality Act, 2001 to: • support consistency in the end use pricing of milk ingredients used in the processing of milk products; and • enable the transfer of the food safety and quality provisions from the Milk Act and its regulations to future regulations under the Food Safety and Quality Act, 2001 (FSQA). Amendments to the Health Protection and Promotion Act (HPPA) will also be required to align with these changes.

We are proposing to amend the General Regulation under the Endangered Species Act, 2007 (ESA) to: extend the application of the conditional exemptions to species newly classified as threatened or endangered, and, amend the conditions in the conditional exemption for wind facilities to reduce impacts to endangered bat species.

Ontario Regulation 735/20 Amendments Related to Amounts Under Section 25.34 of the Electricity Act

The Ministry of Energy and Electrification (Ministry) is seeking feedback on proposed regulatory amendments to O. Reg. 735/20, made under the Electricity Act, 1998 and legislative amendment to the Electricity Act, 1998. These proposed amendments would, if approved, allow certain amounts payable to non-emitting electricity resources to be funded by proceeds from the Future Clean Electricity Fund, as determined by the Minister.

Proposed regulatory amendment to O. Reg. 208/09: Tobacco - Marketing under the Farm Products Marketing Act.

Following a request of the Ontario Flue-Cured Tobacco Growers' Marketing Board (OFCTGMB), the Ontario Farm Products Marketing Commission is proposing to amend Ontario Regulation 208/09 Tobacco - Marketing to change the deadline date by which producers must submit their acreage declarations to the OFCTGMB. The proposal is intended to enhance the financial stability, operational efficiency, and regulatory compliance of the OFCTGMB, benefiting both the local board and its tobacco producer members.

Proposed Regulations on the Sale and Transfer of Dogs, Recordkeeping Requirements and Exemptions to Specific Breeding Prohibitions under the Provincial Animal Welfare Services Act, 2019.

The Ministry of the Solicitor General ("ministry") is proposing potential regulations to: set requirements for breeders and third parties involved in the sale and transfer of dogs; set record-keeping requirements related to keeping identification, health and/or breeding information on dogs; and set exemptions for specific puppy mill prohibitions already in the PAWS Act.

Proposed amendments to Ontario Regulation 156/18 under the Child, Youth and Family Services Act, 2017 (CYFSA) to operationalize the CYFSA provisions relating to prevention-focused Indigenous service providers (PFISPs).

The purpose of the proposed regulatory amendments is to establish: • the PFISP designation process and corresponding process for revocation and voluntary removal of the designation; and • a Ministry administered webpage with regularly updated information about designated PFISPs that will simplify and streamline access to this information for frontline workers across Ontario. In addition, an amendment to s. 6(1) First Nations, Inuk or Métis child - complementary services of O. Reg. 156/18 is proposed to specify that other services providers under CYFSA consider the supports offered by PFISPs when determining the availability of complementary services.

Proposed regulatory amendments to Regulation 400: By-Laws for Local Boards and Regulation 421: Local Boards under the Farm Products Marketing Act and O. Reg. 209/99: By-Laws for Marketing Boards and Regulation 756: Marketing Boards under the Milk Act.

The Ontario Farm Product Marketing Commission is proposing to amend regulations that apply to agricultural marketing boards, their bylaws and their reporting requirements. The proposal is intended to reduce unnecessary burden on boards, enhance oversight and modernize the regulations.

Proposed changes to regulations under the Private Security and Investigative Services Act

The Ministry of the Solicitor General is considering changes to the regulations under the Private Security and Investigative Services Act, 2005 to require individual licensees to report their use of force to the licensed business that employs them, to require licensed businesses to submit their use of force reports in limited circumstances to the Registrar, and to update the uniform and vehicle requirements for security guards.

Attracting new land surveyors to the profession to support Ontario's housing and infrastructure needs and modernize survey services.

Surveying is the foundation of all development, whether it is natural resource management or expanding and redeveloping Ontario's communities. Government and industry rely on the information surveyors provide to plan and build infrastructure, homes, and communities. The Surveyors Act has not substantially changed since 1987 and requires updating to attract new surveyors to the profession, to reflect today's modern technologies, and support housing and infrastructure development.

Proposed Support for Seniors and Caregivers Act, 2024: Proposals to amend the Retirement Homes Act, 2010 (RHA)

The Ministry for Seniors and Accessibility is proposing under Schedule 2 of the Support for Seniors and Caregivers Act, 2024 to amend the Retirement Homes Act, 2010 (RHA) to make changes such as: 1.) Revise the RHA Residents' Bill of Rights to reinforce the right to ongoing support from caregivers (e.g., family/friends providing care); and 2.) Provide authority for specified employees of the Ministry for Seniors and Accessibility to issue sector-specific direction and recommendations to retirement home licensees respecting the prevention and management of infectious respiratory or gastrointestinal diseases. The Ministry for Seniors and Accessibility is seeking input on these proposals.

Support for Seniors and Caregivers Act, 2024: Proposed amendments to the Fixing Long-Term Care Act, 2021 (FLTCA)

The Support for Seniors and Caregivers Act, 2024 (Bill or Act), if passed, would amend the Fixing Long-Term Care Act, 2021 (FLTCA) and Retirement Homes Act, 2010. The proposed bill includes amendments that aim to enhance the quality of life and care for seniors in Ontario by advancing priorities in three key areas: improving dementia care and supports; supporting seniors, their families and caregivers; and protecting seniors and enhancing social connections. The Ministry of Long-Term Care (MLTC) is seeking input on the proposed amendments to the FLTCA.

Proposed amendment to Ontario Regulation 704/21 Exemption Orders Under Section 15.1 of the Act under the Insurance Act

The Ministry of Finance is seeking comments on its proposal to amend Ontario Regulation 704/21 Exemption Orders Under Section 15.1 of the Act under the Insurance Act (O. Reg. 704/21). The amendment seeks to provide the Chief Executive Officer (CEO) of the Financial Services Regulatory Authority (FSRA) with the ability to exempt persons or entities from the requirement of section 231 of the Insurance Act. The proposal aims to enable FSRA to consider the creation of a pilot project under FSRA's Test and Learn Environment (TLE) to facilitate the sale of automobile insurance at motor vehicle dealerships under FSRA's Test and Learn Environment (TLE).
