The purpose of this discussion paper is to invite comments through a series of questions at the end of the paper. Your answers will help inform a climate change strategy and action plan to be released in 2015.

Section 115.1 to the Insurance Act, which requires long-term disability benefits to be insured by a licensed insurer has not been proclaimed, pending the development of regulations on transition and any exemptions. The consultation is for the development of these regulations.
