MTO is proposing a new Act under Bill 212 Reducing Gridlock, Saving You Time Act, 2024 called the Building Highways Faster Act, 2024. The new Act, if passed, will accelerate highway construction for designated priority projects to support the movement of goods and people across Ontario.

The framework would enable provincial approval for new bike lanes on municipal roads requiring removal of a traffic lane and for existing ones, where a traffic lane was removed; it also provides for the removal of the bike lanes on Bloor St., Yonge St., and University Ave. in the City of Toronto and to return them to a lane of traffic.

The government is proposing a regulation under section 70.3.1 of the Planning Act that would authorize landowners to stipulate pay-on-demand surety bonds to be used to secure municipal obligations that are conditions of land-use planning approvals. A wider acceptance of pay-on-demand surety bonds may help homebuilders to free up funds for housing projects
