Consequential to subsection 2 (1) of Schedule 1 (Community Safety and Policing Act, 2019) to the Comprehensive Ontario Police Services Act, 2019 coming into force, amendments to Ontario Regulation 137/15 under the Child Care and Early Years Act, 2014 (CCEYA) were made to substitute references to "a police force" with "a police service ".

Extension of O. Reg. 144/20 (Exemption for Temporary Health and Residential Facilities) made under the Fire Protection and Prevention Act, 1997 (FPPA) to March 31, 2027.

The regulation extends measures (in O. Reg. 144/20) that exempt temporary health and residential facilities from compliance with certain requirements in the Fire Code until March 31, 2027. This will minimize the risk of health and shelter system service disruptions and capacity pressures.

This consultation is part of a commitment made by Ontario's Chief Prevention Officer (CPO) to review the Working at Heights training program and provider standards every five years. Consultation on potential Minister's regulation to exempt certain broadband projects from the requirement to use the dedicated locator model

The Ministry of Public and Business Service Delivery and Procurement (MPBSDP) is proposing a new regulation under the Ontario Underground Infrastructure Notification System Act, 2012 (the One Call Act) that would exempt certain designated broadband projects from the requirement to use the dedicated locator (DL) model. This potential regulation is intended to support the government's commitment to bring high-speed internet access to unserved and underserved homes and businesses by the end of 2025.

OMAFRA is proposing an amendment to O. Reg. 267/15 under the Agricultural Products Insurance Act, 1996 to add rye to the list of designated agricultural product for which Agricorp must offer a contract of insurance under the AgriInsurance Program. This change is needed to allow Agricorp to offer an AgriInsurance plan for fall rye grown for grain.

Regulatory fee increase for use of facilities for post-mortem examinations

The Ministry of the Solicitor General intends to make a minister's regulation amendment to increase the provincial fee paid to a hospital or other place, for use of the facilities for post-mortem examinations. This increase in the fee is intended to cover hospital overheads related to post-mortem examinations.

Proposed amendments to Regulation 440: Vegetables for Processing - Marketing and Regulation 441: Vegetables for Processing - Plan under the Farm Products Marketing Act Revoking spent regulations pertaining to the processing vegetable sector under the Farm Products Marketing Act

The Ontario Farm Products Marketing Commission is proposing amendments to Regulation 440: Vegetables for Processing - Marketing and Regulation 441: Vegetables for Processing - Plan under the Farm Products Marketing Act. The proposed amendments are intended to make targeted improvements to the framework governing: • The production and marketing of vegetables for processing; and • Ontario Processing Vegetable Growers' board director elections and board leadership. The Ontario Farm Products Marketing Commission is also proposing to revoke spent regulations pertaining to the processing vegetable sector under the Farm Products Marketing Act as they are no longer applicable.

Proposed Policy Directive Updates to Clarify Data Collection and Reporting Requirements for Children's Aid Societies Respecting the New Youth Leaving Care Policy and Ready, Set, Go Program

The Minister of Children, Community and Social Services is proposing to amend Policy Directive CW 003-23 - Preparing Youth for Successful Transition from the Care of Children's Aid Societies under the Child, Youth and Family Services Act, 2017 (CYFSA). The proposed amendments aim to clarify data collection and reporting requirements for children's aid societies (societies) with respect to children and youth receiving services under the Ministry of Children, Community and Social Services' youth leaving care policy and Ready, Set Go (RSG) program. Further, a technical amendment to Ontario Regulation 156/18 under the CYFSA is also proposed to update the effective date of the policy directive should it be amended.

The Ministry of Children, Community and Social Services is proposing changes to the Child, Youth and Family Services Act, 2017 to clarify circumstances when children and youth in care must be informed of the Office of the Ombudsman. The changes aim to strengthen the ability of children and youth in care to exercise their rights, improve the quality of services they receive, as well as enhance children's aid societies and out-of-home care licensees' awareness of their obligations.

The Ministry of Children, Community and Social Services is proposing changes to the Child, Youth and Family Services Act, 2017 (CYFSA) to clarify circumstances where individuals with lived experience in child protection would be free to speak of their own lived experiences and can publish or allow the publishing of information about their own experiences in certain circumstances. This proposal is intended to help clarify the rules on publishing this information and provide individuals with more control and ownership over their own stories and experiences.

Proposed New Regulations and Amendments to Regulations under the Connecting Care Act, 2019 and other Acts.

The Ontario government is proposing to make and amend regulations to facilitate the amalgamation of Local Health Integration Networks (LHINs; operating as Home and Community Care Support Services) into Ontario Health atHome (OHaH), and to facilitate transitions over time of accountability for home care to health service providers (HSPs) within Ontario Health Teams (OHTs). Proposed regulations would define certain OHaH governance details, clarify that OHT members will be accountable for the provision of home and community care services when funded through the OHT, make consequential amendments to regulations that now refer to LHINs, and exempt OHaH from certain provisions applicable to HSPs.

Changes to the Development Charges Act, 1997 to Enhance Municipalities' Ability to Invest in Housing-Enabling Infrastructure

The province is proposing to amend the Development Charges Act, 1997 to: repeal the five-year phase-in of development charges (DCs); reinstate studies as an eligible cost for DCs; reduce the timeframe for the DC freeze from two years to 18 months; and streamline the process for municipalities to extend existing DC by-laws.

Proposed regulation under the Rebuilding Ontario Place Act, 2023 to vest land

The Ministry of Infrastructure is developing regulations under the Rebuilding Ontario Place Act, 2023 to acquire certain City-owned lands (approximately 6 acres of land and 10 acres of water lots) at Ontario Place. The proposed regulations would include provisions to vest the lands, prescribe lands, including the newly vested lands, for the purposes of the definition of the "Ontario Place site" in the Act, exempt undertakings on the newly vested lands from the application of the Environmental Assessment Act and would exempt the newly vested lands from the Ontario Heritage Act.

Bill 153, the Building Infrastructure Safely Act, 2024 was passed by the Legislature and received Royal Assent on March 6, 2024. The Building Infrastructure Safely Act, 2024 amends the Ontario Underground Infrastructure Notification System Act, 2012 (One Call Act) by, among other things, enhancing Ontario's locate delivery system while maintaining safety and help to ensure the efficient and sustainable operation of Ontario One Call.

Proposed regulatory amendments under the Ontario Drug Benefit Act and the Drug Interchangeability and Dispensing Fee Act to modernize submission requirements for manufacturers of "well-established drugs"

The Ministry of Health is proposing regulatory amendments under the Ontario Drug Benefit Act and the Drug Interchangeability and Dispensing Fee Act to remove barriers that may prevent "well-established drugs" from being publicly funded under the Ontario Drug Benefit program or designated as interchangeable in Ontario. Well-established drugs are drug products containing substances that have been sold in Canada for sufficient time and in sufficient quantity to establish their safety and effectiveness. The proposed regulatory amendments would modernize submission requirements for manufacturers of well-established drugs and ultimately improve access to treatment options for Ontarians.

The Ministry of the Environment, Conservation and Parks is proposing amendments to Ontario Regulation 406/19 (the excess soil regulation) and the Rules for Soil Management and Excess Soil Quality Standards to encourage greater reuse of low-risk excess soils as part of a circular economy and to prevent usable soil from being disposed of in landfill.

Proposed amendments to Ontario Regulation 783/20 (General) made under the Farm Registration and Farm Organizations Funding Act, (FRFOFA) aimed at reducing administrative burden and supporting program delivery.

The Ministry of Agriculture, Food and Rural Affairs is proposing to make amendments to the O. Reg. 783/20, which guides the delivery of the Farm Business Registration (FBR) program, as well as sets out the process by which Accredited Farm Organizations (AFO) are accredited and a francophone organization is determined to be eligible to receive special funding under the FRFOFA.

The Ministry of Colleges and Universities is proposing a number of amendments to the General Regulation (O. Reg. 415/06) under the Private Career Colleges Act, 2005 to clarify and update operating requirements. The proposed amendments would clarify the refund provisions to provide more transparency to career colleges and students. The ministry is also proposing several other clarifications and wording updates to modernize the language concerning some requirements and improve understanding of O. Reg. 415/06.

Further Reducing Barriers to Innovation

Following the passage of the Less Red Tape, Stronger Economy Act, 2023, the Ministry of Energy (ENERGY) is now proposing additional time-limited relief from legislative requirements for proponents to support the licence exemption powers of the OEB. If approved, this proposal, along with the OEB's new licence exemption powers, could enable proponents to run innovative pilots or demonstration projects that could benefit customers, the energy sector, and the broader economy and would support the province's energy transition to a more sustainable and clean energy future.

The Ministry of Natural Resources and Forestry (MNRF) is proposing an amendment to O. Reg. 664/98 (Fish Licensing) made under the Fish and Wildlife Conservation Act, 1997 (FWCA) to add Jade Perch (Scortum barcoo) to the list of species that are eligible for aquaculture in Ontario. Only species listed in Schedule B (Species Eligible for Culture in Ontario) of O. Reg. 664/98 may be legally cultured in Ontario with an aquaculture licence.

Summary of Proposed Legislative Changes to Strengthen Oversight of Children's Licensed Out of Home Care - Amendments to the CYFSA

The Ministry of Children, Community and Social Services (MCCSS) is proposing to amend the Child, Youth and Family Services Act, 2017 (CYFSA) to improve the everyday experiences of children and young persons in licensed residential settings by strengthening monitoring and oversight of licensed settings, by enhancing timely access to health and safety risk information, and by increasing the suite of meaningful enforcement tools available to MCCSS when a licensed provider caring for vulnerable children and youth does not comply with licensing requirements.

Proposal to amend O. Reg. 509/18 under the Electricity Act, 1998 ("Efficiency Regulation")  (source: Environmental Registry)

The Ontario government is proposing to introduce rolling incorporation of Natural Resources Canada (NRCan) efficiency standards for 24 space and water heating products regulated under the Efficiency Regulation. Through the rolling incorporation approach, the proposed amendments would allow for automated updates to the Efficiency Regulation whenever NRCan revises or updates their standards for these products. These changes are administrative in nature and would only result in updates to existing efficiency levels when NRCan changes/updates their standards.

Administrative monetary penalties regulation under the Personal Health Information Protection Act, 2004

The Ministry of Health ("MOH") is posting a notice of a proposed regulation under the Personal Health Information Protection Act, 2004 ("PHIPA") for a 60-day public consultation period from May 27 to July 25, 2023. The proposed regulation sets out how the Information and Privacy Commissioner of Ontario would determine appropriate penalty amounts.

Proposed modernization of the Agricultural Research Institute of Ontario (ARIO) Act

The Agricultural Research Institute of Ontario Act dates to 1962 with few changes since that time. The ARIO Act has served ARIO, government and industry well, but does not expressly reflect current and future research and innovation needs. The Ministry of Agriculture, Food and Rural Affairs is proposing to modernize the ARIO Act which would help to ensure that the ARIO continues to be relevant today and serve the future needs of Ontario's agriculture sector. In addition to the proposed amendment to the Act, OMAFRA is proposed to amend O. Reg. 127/95 to update the definition of agricultural lands.

Amendment to the Licence Appeal Tribunal Act, 1999

The Ministry of Transportation (MTO), with support from the Ministry of the Attorney General (MAG), is seeking approval to amend the Licence Appeal Tribunal Act, 1999 (LAT Act) and add the Towing and Storage Safety and Enforcement Act (TSSEA) to the statute. MTO plans to bring forward a regulation to provide for the Licence Appeal Tribunal (LAT) to hear TSSEA certificate appeals. The proposed amendment to the LAT Act would provide a necessary route for further appeals of LAT decisions to the Divisional Court. The Ministry of Transportation (MTO) and the Ministry of the Attorney General (MAG) are proposing this amendment to support the implementation of the TSSEA.

Changes to Requirements Related to Cranes Used at Construction Projects

Amendments to various provisions related to cranes, and primarily tower cranes, in O. Reg. 213/91 (Construction Projects) under the Occupational Health and Safety Act (OHSA) have been approved. Amendments to O. Reg. 420/21 (Notices and Reports Under Sections 51 to 53.1 of the Act - Fatalities, Critical Injuries, Occupational Illnesses and Other Incidents) under the OHSA have also been approved.
