Proposed amendments to Ontario Regulation 783/20 (General) made under the Farm Registration and Farm Organizations Funding Act, (FRFOFA) aimed at reducing administrative burden and supporting program delivery.

The Ministry of Agriculture, Food and Rural Affairs is proposing to make amendments to the O. Reg. 783/20, which guides the delivery of the Farm Business Registration (FBR) program, as well as sets out the process by which Accredited Farm Organizations (AFO) are accredited and a francophone organization is determined to be eligible to receive special funding under the FRFOFA.

Proposed regulatory amendments under the Private Career Colleges Act, 2005

The Ministry of Colleges and Universities is proposing a number of amendments to the General Regulation (O. Reg. 415/06) under the Private Career Colleges Act, 2005 to clarify and update operating requirements. The proposed amendments would clarify the refund provisions to provide more transparency to career colleges and students. The ministry is also proposing several other clarifications and wording updates to modernize the language concerning some requirements and improve understanding of O. Reg. 415/06.

Further Reducing Barriers to Innovation

Following the passage of the Less Red Tape, Stronger Economy Act, 2023, the Ministry of Energy (ENERGY) is now proposing additional time-limited relief from legislative requirements for proponents to support the licence exemption powers of the OEB. If approved, this proposal, along with the OEB's new licence exemption powers, could enable proponents to run innovative pilots or demonstration projects that could benefit customers, the energy sector, and the broader economy and would support the province's energy transition to a more sustainable and clean energy future.

Regulation changes are proposed to implement recent changes to the Oil, Gas and Salt Resources Act to establish a framework for authorizing special projects to test or demonstrate new or innovative activities using certain types of wells. Changes are also proposed to well security exemptions and caps, going forward, for all wells under this act.

Streamlining the Energy and Water Reporting and Benchmarking (EWRB) Exemption Process

The Ministry of Energy (ENERGY) is proposing to amend O. Reg. 506/18 to streamline the exemption process for eligible building owners by removing the requirement to submit supporting documentation when submitting either an on-going or annual exemption notice from reporting.

The Ministry of Energy is proposing regulatory amendments that would remove administrative burden and clarify regulatory requirements for Community Net Metering (CNM) and third-party ownership (TPO) net metering arrangements.

We are proposing regulatory amendments to enable the transport of preserved baitfish and leeches into and out of Bait Management Zones (BMZ). In addition, we are also proposing amendments to allow the temporary transport of baitfish and leeches out of and into a BMZ so that they can be used in the BMZ they were acquired in.

Proposal to amend O. Reg. 509/18 under the Electricity Act, 1998 ("Efficiency Regulation")  (source: Environmental Registry)

The Ontario government is proposing to introduce rolling incorporation of Natural Resources Canada (NRCan) efficiency standards for 24 space and water heating products regulated under the Efficiency Regulation. Through the rolling incorporation approach, the proposed amendments would allow for automated updates to the Efficiency Regulation whenever NRCan revises or updates their standards for these products. These changes are administrative in nature and would only result in updates to existing efficiency levels when NRCan changes/updates their standards.

Administrative monetary penalties regulation under the Personal Health Information Protection Act, 2004

The Ministry of Health ("MOH") is posting a notice of a proposed regulation under the Personal Health Information Protection Act, 2004 ("PHIPA") for a 60-day public consultation period from May 27 to July 25, 2023. The proposed regulation sets out how the Information and Privacy Commissioner of Ontario would determine appropriate penalty amounts.

Modernizing Private Career College Regulatory Requirements

The Ministry of Colleges and Universities is proposing amendments to Ontario Regulation 415/06 (General) under the Private Career Colleges Act, 2005 to: 1. reflect recent developments in online education; and 2. lay the groundwork for a strategic and streamlined approach to renewals of program approval.

Amendment to the Licence Appeal Tribunal Act, 1999

The Ministry of Transportation (MTO), with support from the Ministry of the Attorney General (MAG), is seeking approval to amend the Licence Appeal Tribunal Act, 1999 (LAT Act) and add the Towing and Storage Safety and Enforcement Act (TSSEA) to the statute. MTO plans to bring forward a regulation to provide for the Licence Appeal Tribunal (LAT) to hear TSSEA certificate appeals. The proposed amendment to the LAT Act would provide a necessary route for further appeals of LAT decisions to the Divisional Court. The Ministry of Transportation (MTO) and the Ministry of the Attorney General (MAG) are proposing this amendment to support the implementation of the TSSEA.

Changes to Requirements Related to Cranes Used at Construction Projects

Amendments to various provisions related to cranes, and primarily tower cranes, in O. Reg. 213/91 (Construction Projects) under the Occupational Health and Safety Act (OHSA) have been approved. Amendments to O. Reg. 420/21 (Notices and Reports Under Sections 51 to 53.1 of the Act - Fatalities, Critical Injuries, Occupational Illnesses and Other Incidents) under the OHSA have also been approved.
