The purpose of this posting is to provide general notice to the public that amendments will be made to Ontario Regulation 230/08 (Species at Risk in Ontario List) in response to a report received by the Minister of Natural Resources and Forestry from the Committee on the Status of Species at Risk in Ontario (COSSARO) on December 31, 2014. These changes to the Species at Risk in Ontario (SARO) List are mandatory and are consistent with the Endangered Species Act, 2007.

The goal of the proposed regulation would be to enhance the economic and environmental sustainability of Ontario's agri-food industry while protecting the Great Lakes and other waterways. The proposed regulation would provide the ability to land apply nutrient feedwater on agricultural land following general requirements or when a nutrient management strategy and plan have been completed, filed and approved.

The approved amendments to regulations set out the annual increase to the LTC home and chronic care co-payment rates, increase the premiums for preferred accommodations in newer LTC homes, and reflect an increase in the dependant deduction amounts used in the calculation of a reduced co-payment rate for LTC home residents in basic accommodation.

The government is seeking feedback on a proposed list of agricultural products that would be eligible for Production Insurance, once the Agricultural Insurance Act, 2015 comes into force. It is proposed that all agricultural products currently covered by Production Insurance continue to be eligible, with the addition of bees. Regulation 400 (By-Laws for Local Boards) outlines a number of general requirements for all marketing boards established under the Farm Products Marketing Act (FPMA). The Ontario Farm Products Marketing Commission is proposing to amend section 6 (b), which outlines the quorum for board meetings for the Ontario Greenhouse Vegetable Growers (OGVG), to reduce the number of voting members from seven to six.

Ontario Regulation 208/09 (Tobacco - Powers of Local Board) outlines the authorities of the Ontario Flue-Cured Tobacco Growers' Marketing Board (OFCTGMB). As of January 1, 2015, some of the authorities under O. Regulation 208/09, including licensing tobacco producers and production in Ontario, are now the responsibility of the Ministry of Finance (MOF).

The Greenhouse Gas Emissions Reporting Regulation (O. Reg. 452/09) requires
facilities operating in Ontario that emit 25,000 tonnes or more of carbon dioxide
equivalent in a given year to report their greenhouse gas emissions data. The proposed amendments to the Greenhouse Gas Emissions Reporting Regulation are intended to reflect internationally-accepted values and align the regulation with federal and other provincial quantification methods, while streamlining implementation for reporters.

The Ontario Fresh Grape Growers' Marketing Board have proposed amendments to Regulation 411 (Fresh Grapes - Plan) that would reduce the number of growing districts from 5 to 2, by amalgamating the districts that are outside of District 1 (Town of Niagara on the Lake (NOTL)).
The proposed amendments to Regulation 411 would continue the growers' committee structure and maintain the size of the board at seven members.

May 12, 2011 amendments to the Estate Administration Tax Act established the requirement to provide prescribed information about a deceased person to the Minister of Finance in respect of applications for estate certificates within the prescribed time and manner. The proposed regulation will require estate representatives to submit an estate information return to the Minister of Finance for applications for estate certificates made on or after January 1, 2015.

Regulation 402 (Chickens - Marketing) provides for the control and regulation of the producing and marketing of chickens within Ontario. The regulation is being amended to change the method used to determine the minimum live price that producers are paid for chickens. The revised methodology will be based on a cost of production survey and model farm costs. The cost of production formula is to establish a price that gives efficient producers a fair return over time.

Grain Farmers of Ontario (GFO) has requested amendments to Ontario Regulation 484/09. The primary objective is to remove March 2 as the earliest possible day for the first meeting of the board after the annual elections.
The Commission supported the amendments on July 16, 2014.

The proposed amendments to Regulation 434 would change the local board's name from The Ontario Tender Fruit Producers' Marketing Board to the Ontario Tender Fruit Growers.
The proposed amendments to Regulation 433 would allow the board to establish a processing advisory committee for each type of tender fruit and allow all dealer-shippers to participate in the fresh market advisory committee.
The changes have been requested by the board and have the support of producers.

Veal producers have expressed strong support for the establishment of a marketing board for veal. The establishment of a board requires regulations under the FPMA to create the board and outline its powers. Consequential amendments would be such that provincial licence fees and national levies would no longer be collected on the sale of veal calves.

The Ministry of Municipal Affairs and Housing (MMAH) is proposing amendments to Ontario Regulation 332/12 (Building Code) under the BCA. The purpose of the proposed amendments would be to promote the safe design of buildings by appropriate professionals, by reintroducing requirements that certain types of smaller buildings (e.g., certain foundations, projecting signs, shelf and rack storage systems) be designed by an architect or a professional engineer or a combination of both.

The Ministry of Transportation is amending Regulation 628 (Vehicle Permits) under the Highway Traffic Act (HTA) to authorize the Minister to refuse to issue or renew a vehicle permit for a commercial motor vehicle that is required by the HTA to be operated under a valid Commercial Vehicle Operator Registration (CVOR) certificate unless the permit holder/applicant is the holder of a valid CVOR.

The Weed Control Act and Regulation 1096 prohibit listed noxious weeds from being grown where they will negatively affect agricultural land. The list in the regulation's Schedule of Noxious Weeds is outdated. The proposed revisions would remove four weeds that are in conflict with conservation initiatives. Goat's-beard spp., nodding thistle spp., Scotch thistle and wild carrot are prescribed as noxious weeds.

This paper seeks input on four proposals to refine the regulation of propane transfer facilities in Ontario. The proposals are intended to enhance propane safety and minimize burden on business. In September 2013, the ministry and the Technical Standards and Safety Authority (TSSA) established a roundtable of industry, fire services and consumer representatives.
