The government has introduced Bill 47, Making Ontario Open for Business Act, 2018. If passed, Bill 47 would amend the Employment Standards Act, 2000 (ESA), among other statutes. The government is proposing to make consequential and related amendments to certain ESA regulations if Bill 47 passes.

The Access to Natural Gas Act, 2018 (Bill 32) has been introduced and would, if passed, authorize the creation of a rate-payer funded cross-subsidization Natural Gas Expansion Support Program. The Ministry of Energy, Northern Development and Mines (ENDM) is proposing to create regulations to support Bill 32, if passed, that would outline program criteria and details.

In anticipation of cannabis legalization, the Ministry of Community Safety and Correctional Services undertook a review of Ontario's Fire Code to ascertain if there was a need for new requirements relating to the cannabis industry. The review identified a few opportunities to strengthen requirements relating to certain hazardous operations that may be present in some cannabis and other processing industries.

The Ministry of Transportation is proposing to amend Regulation 628 (Vehicle Permits), under the Highway Traffic Act (HTA) to only apply the administrative fee to refunds issued by cheque. The administrative fee will not be applied to credit and debit card refunds at point of sale. This proposal is being made to support the introduction of point of sale refunds to payment cards for unused licence plate validation fees when a licence plate is returned.

On March 6, 2018, Ontario passed Rowan's Law (Concussion Safety), 2018, and amendments to the Education Act. This legislation will establish mandatory requirements for the prevention, detection and management of concussions in amateur competitive sports. Many of the detailed specifications to implement the provisions in Rowan's Law, 2018 will be provided in regulations. The government is seeking public input to help inform the development of those regulations, policies and guidelines.

The proposed Discipline and Appeal Committees Regulation would support addressing alleged violations of a code of ethics by licensees who are subject to it. In particular, the proposed Regulation would establish a discipline committee and an appeal committee for the purpose of enforcing a code of ethics; set out the composition and manner of appointment of members of each committee; and provide for procedures in relation to matters brought before each committee.

This proposal describes the specific types of screening that are being considered for exemption from the Police Record Checks Reform Act, 2015. If approved, police record checks conducted for these types of screening would not have to follow certain requirements set out in the legislation. It also includes operational procedures and protocols that providers would be required to follow when conducting police record checks under the Police Record Checks Reform Act, 2015.

MAG is considering new regulations that would: restrict where medical cannabis can be used; clarify the places of use rules for recreational cannabis; and permit the consumption of cannabis in hotel rooms, vehicles and boats that are used as residences and private residences that are also workplaces. MAG is also consulting on post-legalization considerations respecting consumption lounges and designated smoking areas in multi-unit dwellings.

Under Part X of the CYFSA, a service provider must disclose a record of mental disorder to a court pursuant to a summons, order, direction or notice unless a physician states in writing that the disclosure is likely to result in harm to the person to whom the record relates or to another person. The proposed regulation requires that a physician use a standardized form to make this statement which is available on the Government of Ontario's website.

Adoption and Adoption Licensing: The Ministry of Children and Youth Services is proposing a regulation be made under Part VIII of Child, Youth and Family Services Act, 2017 (CYFSA) to prescribe procedures and processes relating to adoption to be followed by children's aid societies and adoption licensees, and to prescribe requirements regarding licensees placing children for adoption.

Adoption Information Disclosure (O. Reg. 464/07), is a regulation under the Child and Family Services Act, 1990 (CFSA) and sets out the rules in which certain information relating to adoptions may be disclosed to specified individuals. With the passage of the Child, Youth and Family Services Act, 2017 (CYFSA) it is necessary that the regulation be updated so that it works with the CYFSA. Proclamation of CYFSA is expected in spring 2018.

The Ontario Ministry of Energy (ENERGY) is considering proposing a regulation to require electricity and natural gas utilities to implement Green Button Download My Data (DMD) and Connect My Data (CMD) by July 1, 2020. To implement Green Button, these utilities would be required to procure or develop a software platform and obtain Green Button DMD and CMD certification.

Reg. 282/98 to permit the delivery of the Farm Property Class Tax Rate Program (Farm Tax program) by AgriCorp, along with other updates to the regulation relating to the program. The Farm Tax Program is currently delivered by OMAFRA. The MOF has overall responsibility for provincial property tax policy matters, including the Farm Tax Program and O. Reg. 282/98, the program's governing regulation.
