Proposal to extend the current moratorium on water bottling permits  (source: Environmental Registry)
We are proposing to amend the Ontario Regulation 463/16 to extend the current moratorium on new or increasing permits to take groundwater to produce bottled water for 9 months, ending October 1, 2020.

Changing the Mandate of the Resource Productivity and Recovery Authority  (source: Environmental Registry)
We are proposing to make reporting easier and faster for regulated communities by changing the mandate of the Resource Productivity and Recovery Authority (RPRA). To do this, we need to amend the Resource Recovery and Circular Economy Act (RRCEA), the Environmental Protection Act (EPA) and the Waste Diversion Transition Act (WDTA). This would allow RPRA to offer digital reporting services for a wider range of waste and resource recovery programs.

Amendments to R.R.O. 1990, Regulation 440 (Vegetables for Processing-Marketing) and R.R.O. 1990, Regulation 441 (Vegetables for Processing-Plan) under the Farm Products Marketing Act
The Ontario Farm Products Marketing Commission (Commission) is proposing amendments to Regulation 440 to enable direct negotiation and contracting between tomato producers and processors. The Commission is also proposing amendments to Regulation 441 to allow for broader producer participation in selecting directors to the Ontario Processing Vegetable Growers' marketing board.

Draft Amendments to the Pension Benefits Act: Electronic Communications
Permit pension plan administrators to use electronic communications as the default method of communication (i.e., no consent required) when sending documents to members or former members, subject to certain conditions such as the ability for affected members to opt-out of electronic communications.

Holding polluters accountable by expanding the use of administrative monetary penalties for environmental contraventions  (source: Environmental Registry)
We are proposing legislative amendments to expand the use of administrative monetary penalties for environmental contraventions to hold polluters accountable with real consequences and penalties, as per our commitment in the Made-in-Ontario Environment Plan. Funds collected would be used to support environmental activities.

Waterpower Exemption from Permits to Take Water  (source: Environmental Registry)
Ontario is reducing regulatory burden and streamlining processes by moving towards a one-window approvals system for waterpower facilities through the Ministry of Natural Resources and Forestry. The proposed changes would remove the current duplication and overlap between the Ministry of the Environment, Conservation and Parks and the Ministry of Natural Resources and Forestry for the industry, also providing some cost savings for facilities while maintaining environmental protections.

The proposal would clarify responsibility for managing excess soil and conditions for reuse of excess soil. This would help to ensure that excess soil is properly characterized and relocated to an appropriate reuse site. All comments received on the previous proposal were considered as part of the decision making process on this revised proposal.

The Ministry of the Environment and Climate Change (MOECC) is engaging Ontarians on an Excess Soil Regulatory Proposal (regulatory proposal) that proposes a new regulation and key complementary regulatory amendments related to the management of excess soil. It is anticipated that this regulatory proposal will be finalized before the end of 2017.

Amendments to O. Reg. 329/04 (General) under the Personal Health Information Protection Act, 2004 (PHIPA)
Add Ontario Health to the list of entities in s. 18 of the regulation Add Ontario Health in respect of the Ontario Cancer Screening Registry to the list of persons in s. 13 of the regulation Put into place administrative, technical and physical safeguards, practices and procedures; and provide that all of the obligations that apply to eHO under section 6.2 of the PHIPA Regulation apply to Ontario Health Extend the revocation date of the EHR HINP Provisions of the PHIPA Regulation

Amendments to O. Reg. 445/10 (General) under the Excellent Care for All Act, 2010 (ECFAA)
O. Reg. 445/10 is amended to revoke the restrictive provisions relating to Health Quality Ontario's (HQO) authority to collect, use and disclose personal health information, along with various operational provisions that will be defunct following the transfer of HQO into Ontario Health. The regulation was approved on November 4, 2019, filed with the Registrar of Regulations on November 13, 2019 and came into effect on December 2, 2019.

New Regulation under the Connecting Care Act, 2019 (CCA) - Additional Objects of the Agency
To prescribe additional corporate objects for the new Ontario Health agency to enable its assumption of certain functions that are currently carried out by Health Shared Services Ontario (HSSO) and Cancer Care Ontario (CCO) and which are not already authorized in the Act. The regulation was approved on November 4, 2019, filed on November 13, 2019 and came into effect on December 2, 2019.

Enhancing Municipal Road Safety through Automated Speed Enforcement (ASE)
On May 30, 2017, Ontario passed Bill 65, The Safer School Zones Act, 2017, to improve road safety by allowing municipalities to use ASE camera systems to enforce speeding offences in school zones and community safety zones on roads with a speed limit under 80km/h and allowing municipalities to enrol in a Red Light Camera (RLC) program, through a streamlined process, that makes regulatory approval easier. The Ministry is soliciting public comment on this proposed regulatory framework
