The Enhanced Driver's Licence (EDL) was established under Ontario's Photo Card Act combining the physical plastic Ontario driver's licence card with proof of citizenship to allow Ontarians to cross between the Canadian and United States borders by land and/or water. The expected uptake for Ontario's EDL program has not come to realization due to more dynamic and cost-effective federal programs such as NEXUS, FAST and ePassport. As a result, Ontario is considering eliminating the program.

The Ministry of Transportation is proposing a minimal two per cent fee increases, beginning July 1, 2019 and continuing for five years, that will allow for the move towards greater cost recovery of government services. The proposed fee increases will support the government's fiscal objectives, particularly in the reduction of the deficit while encouraging the recovery of increasing costs and inflationary pressures.

The Ministry of Transportation is proposing to amend Regulation 628 (Vehicle Permits), under the Highway Traffic Act (HTA) by repealing the administrative fee applied to refunds. This proposal ensures that customers receive the full refund amount they are entitled to and will also support the introduction of point-of-sale refunds to payment cards for unused licence plate validation fees when a licence plate is returned.

The current International Registration Plan (IRP) Agreement was updated in January 2016 making it mandatory for charter buses to register under IRP.
A regulatory amendment is required to align the Highway Traffic Act (HTA) with the IRP to remove the existing exemption for Charter Bus registration in the current regulation.

A regulatory amendment is required to amend the Highway Traffic Act (HTA) to allow small US commercial trucks that do not meet requirements for registration under the International Registration Plan (IRP) to be exempt from requiring permanent or temporary Ontario registration. A small truck that does not meet IRP requirements may be required to purchase trip permits. Registration for these vehicles would be consistent with those being reciprocally applied to Ontario vehicles in the US.
