Auto sector employees will not be entitled to PEL pay if they are entitled under their employment to receive two or more paid days that are in excess of the ESA's vacation or public holiday standards or the paid days are for personal illness or medical appointments. This special rule applies to unionized and non-unionized employees in the sector. The 50 employee threshold has also been removed. Employers are prohibited from requesting a note from a qualified health practitioner as evidence.

The Ministry of Health and Long-Term Care (MOHLTC) is requesting approval to make consequential amendments to provisions respecting Ontario Health Insurance Plan eligibility for children in the care of a children's aid society in Regulation 552 under the Health Insurance Act (HIA) to align with changes to the Child and Family Services Act (CFSA) that will permit child protection services to be extended to 16- and 17-year-olds, which is expected to be proclaimed into force on January 1, 2018.

Proposed consequential amendments to O. Reg 285/01 and O. Reg. 476/06 under the Employment Standards Act, 2000 as a result of the Fair Workplaces, Better Jobs Act. These amendments would remove provisions that would be addressed in the ESA, specifically: those addressing the minimum wage rate that applies to a student who is a homeworker, determining minimum wage compliance when changes to the minimum wage take place during a pay period, and prescribed family members.

The Fair Workplaces, Better Jobs Act, 2017 amends the ESA to provide all employees with ten PEL days per calendar year. If an employee has been employed for at least one week, the first two days would be paid. The proposed regulation would exempt construction employees from the entitlement to paid personal emergency leave if they receive at least 0.8% of their hourly rate or wages as personal emergency pay. Their entitlement to 10 PEL days per calendar year would not be affected.

The Ministry of Labour is proposing to amend regulation O. Reg. 286/01 made under the Employment Standards Act, 2000 (ESA) to exempt certain aspects of pooled registered pension plans from the ESA's prohibition on age-based differentiation with respect to pension plans.

The proposal would amend Regulation 289/01 (Enforcement) under the Employment Standards Act, 2000 and Regulation 47/10 (Penalties) under the Employment Protection for Foreign Nationals Act, 2009 by increasing the value of the penalties for contraventions of the Acts.

The Ministry of Finance regulates the distribution of tobacco products in Ontario. The Tobacco Tax Act was amended to introduce a new regulatory regime for oversight on the import and possession of cigarette filter components to reduce the supply to the unregulated tobacco market. The Ministry of Finance is developing regulatory and administrative measures to support amendments to the Tobacco Tax Act, which will come into effect January 1, 2018.

The Ministry of Economic Development and Growth (MEDG) has introduced the proposed Reducing Regulatory Costs for Business Act, 2017, which would implement five new burden reduction initiatives. If the proposed Act passes, MEDG would propose to bring forward a new regulation to support it.

The Commission is proposing to make amendments to Regulation 418 (Greenhouse Vegetables - Plan), which would extend consecutive term limits for board members from three consecutive two-year terms to five consecutive two-year terms and to prohibit the appointment of a producer to the greenhouse vegetable board if that producer is not eligible for election.

The Ministry of Natural Resources and Forestry is seeking comments on a proposal to amend Ontario Regulation 454/96 under the Lakes and Rivers Improvement Act to enable 2016 policy for entering into agreements for alterations, improvements and repairs to existing dams. The proposed amendment will allow MNRF to govern alterations, improvements and repairs to existing dams for qualified dam owners through an agreement, and remove the duplicative requirement for LRIA section 16 approvals.

Stoco Fen Provincial Park is a 203 ha nature reserve class park that was established in 1985. The park protects most of the open fen component of the provincially significant Stoco Fen wetland and Area of Natural and Scientific Interest. The Ministry of Natural Resources and Forestry (MNRF) is proposing to regulate three parcels of land. Adding these lands to the park will further protect sensitive wetland habitat and headwater areas.
