The GO Transit Station Funding Act, 2023 received Royal Assent on December 4, 2023. This legislation enacted a new optional funding tool known as the Station Contribution Fee, which allows municipalities to fund the design and construction of new GO stations and recover the costs through a charge on new development within specified areas surrounding those new stations.

MTO is seeking approval to amend the Public Transportation and Highway Improvement Act, 1990 to prohibit new tolling of provincial public highways. If passed, this legislative amendment is expected to provide increased certainty to Ontario drivers that any future government would need to undertake legislative changes and potential public consultation before considering new tolls.

The Ministry of Transportation (MTO) is proposing a change to move driver's licence (DL) and Ontario photo card (OPC) fees into legislation. Currently licence fees are stipulated under Regulation 340/94 of the Highway Traffic Act (HTA) and photo card fees are set out in a Minister's Order under the Photo Card Act (PCA). MTO is proposing to move these fees from regulation and Ministerial Order to legislation, ensuring that any future increases can only be made through legislation.

The Ministry for Seniors and Accessibility (MSAA) is proposing a Lieutenant Governor in Council (LGIC) regulation that, if approved, would prescribe entities (in addition to municipalities) that can provide the cost-sharing contribution under the SALCA for Seniors Active Living Centre (SALC) programs operating both within and outside of municipalities. The regulation would allow more types of organizations beyond municipalities (e.g., other non-profit organizations, registered charities, Indigenous communities and organizations) to cost-share with SALC program operators, in order to improve access to MSAA's SALC Program. The government is seeking feedback on proposed amendments to the Official Plan Adjustments Act, 2023 to retroactively reinstate municipally requested modifications to official plans for the cities of Barrie, Belleville, Guelph, Hamilton, Ottawa and Peterborough, Wellington County and the regions of Niagara, Peel, Halton, York and Waterloo.

In anticipation of the Reducing Inefficiencies Act (Infrastructure Statute Law Amendments, 2023 (formerly Bill 69) being proclaimed into force, the Ministry of Infrastructure (MOI) is proposing to make new Minister's Regulation to prescribe:
(a) 14 entities for the purposes of section 11.0.1 of the Ministry of Infrastructure Act, 2011 (MOI Act); and
(b) certain exceptions, conditions, limitations, or restrictions in connection with section 11.0.1.
MOI is proposing the Minister's regulation) come into force on April 1, 2024 as part of Phase 1 of the Centralization of Broader Real Estate Authority (CBREA).

On November 28, 2023, the Ontario Court of Appeal set aside the Divisional Court's finding that the Mathematics Proficiency Test (MPT) was unconstitutional.
The MPT requirement was developed in 2019 to help ensure that new teachers have basic competence in math, with the ultimate goal of strengthening student achievement in math. The Ministry of Education is consulting on regulatory amendments to Ontario Regulation 271/19 (Proficiency in Mathematics) and Ontario Regulation 272/19 (Objects of the Office) that would update the requirements and timelines for the math proficiency test.

Building on these strategic priorities, the ministry proposes to amend Ontario Regulation 246/22 in three key areas: 1) staffing, 2) pandemic recovery and stabilization, and 3) clarifying and technical amendments.

In Ontario, a Property Damage Only (PDO) collision involves damage to public or private property, including vehicles and their loads, but no bodily injury to any person. Currently, PDO collisions must be reported to the Registrar of Motor Vehicles if they exceed a dollar threshold of $2,000 or if any door of a motor vehicle that is open or opening comes into contact with a cyclist, a bicycle, or a moving vehicle. The dollar threshold refers to the total value of property damage to vehicles and property in a collision.
