Proposed Technical Amendments to Regulations under Various Ontario Statutes to Include Credit Unions as Permissible Financial Institutions

In the 2016 Budget, the government announced that it would implement all of the recommendations contained in the 2015 Report on the Review of the Credit Unions and Caisses Populaires Act, 1994 (CUCPA) (the Report). In implementing the recommendations, amendments to 11 Ontario regulations under various statutes are being proposed that would aim to treat credit unions and Caisses Populaires on a more equal footing with banks and other financial institutions.

These proposed amendments would remove outdated informational messaging from invoices; introduce new messaging requirements related to OFHPA initiatives; and inform customers about resultant bill impacts. These amendments would also exempt Hydro One from specified requirements, as appropriate.

Energy has proposedlegislation to refinance a portion of the Global Adjustment (GA) as contemplated in the OFHPA. Creation of new regulations under the proposed OFHPA would support the implementation of the refinancing of GA. Amendments to existing regulations (O. Reg. 429/04 and O. Reg. 280/14) would provide the Independent Electricity System Operator (IESO) and Local Distribution Companies (LDC) with the necessary authority related to their OFHPA activities.
