Regulation 347 lists a number of wastes from specific and non-specific sources. These wastes are defined as hazardous waste and need to meet the hazardous waste requirements. The F019 listing currently includes ?wastewater treatment sludges from the chemical conversion coating of aluminum except from zirconium phosphating??. The proposed amendment would also exclude wastewater treatment sludges from the manufacturing of motor vehicles using a zinc phosphating process.

Fee Increases

The Ministry of Transportation is increasing fees for several driver and vehicle licence services and products. The fee increases are designed to be modest and recover the costs required to deliver the service or product to customers and support our infrastructure. While the costs of maintaining our roads and bridges have risen over time, many fees have not. To help pay for rising costs, modest and gradual fee increases are necessary.

Proposed amendments to Ontario Regulation 485/09 Grain (Grain Corn, Soybeans and Wheat) - Licensing and Regulation would remove the prescribed limits on GFO's operating reserve.

Proposed amendments to R.R.O. 1990 Regulation 434 (Tender Fruit - Plan) made under the Farm Products Marketing Act to change the district and producer committee structures of the Ontario Tender Fruit Producers' Marketing Board.

The proposed amendments to R.R.O. 1990 Regulation 434 (Tender Fruit - Plan) would: - divide one of the electoral districts (District 1) of the Ontario Tender Fruit Producers' Marketing Board ("the Board") into two separate districts; and, - amend the formula for determining the number of members on each District Tender Fruit Producer's Committee. The proposed changes have been requested by the board and have the support of producers.

Proposed Amendments to R.R.O. 1990 Regulation 402 (Chickens - Marketing) under the Farm Products Marketing Act to amend the schedule that determines the method for pricing live chickens

It is proposed that R.R.O.1990 Regulation 402 (Chickens - Marketing) be amended to change the methodology for adjusting the feed component price for establishing the minimum live price for chickens.

Regulation to Amend Regulated Mixed Anaerobic Digestion Facility (RMADF) Requirements of O. Reg. 267/03 under the Nutrient Management Act  (source: Environmental Registry)

The Ministry of the Environment (MOE) and the Ministry of Agriculture and Food (OMAF) have undertaken a joint initiative to propose amendments to O. Amendment to Ontario Regulation 435/07 (Exemptions from the Act) under the Private Security and Investigative Services Act, 2005

The Ministry of Community Safety and Correctional Services is proposing to amend Ontario Regulation 435/07 (Exemptions from the Act) under the Private Security and Investigative Services Act, 2005. The regulation is being amended to support the Ontario Provincial Police (OPP) plans to use private security services for the Toronto 2015 Pan American/Parapan American Games.

Addition of Onions to R.R.O 1990, Regulation 441 (Vegetables for Processing - Plan) and under R.R.O. 1990, Regulation 440 (Vegetables for Processing - Marketing)

The Ontario Processing Vegetable Growers (OPVG) has asked the Ontario Farm Products Marketing Commission to add onions sold for the manufacture of onion rings in Ontario to regulatory authorities under R.R.O 1990 Regulation 441 (Vegetables for Processing--Plan) and to R.R.O 1990 Regulation 440 (Vegetables for Processing - Marketing). The regulatory authorities would pertain primarily to the negotiation of prices, terms and conditions for the sale of onions from growers to processors.

Proposed Revocation of Ontario Regulation 404/01 (Licence Fees)

It is proposed that Ontario Regulation 404/01 (Licence Fees) be revoked under the authority of the Farm Products Marketing Act. Regulation 404/01 regulates licencing fees of the former Ontario Apple Marketing Commission, which is now defunct.

Industry Proposed Changes to the Regulation that Sets the Fees Payable to the Grain Financial Protection Board under the Grain Financial Protection Program

At the request of the Grain Financial Protection Board, OMAF is proposing amendments to Ontario Regulation 321/11 (O. Reg. 321/11) that sets out the fees payable to the Board on the sale of grain by a producer to a licensed dealer. The proposed changes would: - increase the fees payable to the Board by soybean producers from two cents per tonne to ten cents per tonne; and - decrease the fees payable to the Board by wheat producers from ten cents per tonne to five cents per tonne.

The Ministry of Municipal Affairs and Housing (MMAH) is proposing to amend the City Services Corporations regulation under the City of Toronto Act, 2006 (O. Reg. 609/06) so that the City of Toronto may together incorporate a corporation with the University of Toronto.

Ontario increasing accountability and transparency at Ornge - Government's intention to bring Ornge under Freedom of Information and Protection of Privacy Act

Ontario has posted a regulation for public consultation that would, if adopted, make Ornge subject to Ontario's Freedom of Information and Protection of Privacy Act (FIPPA) by amending Regulation 460 under FIPPA. This measure will increase transparency at Ornge and is in keeping with the practices of other broader public sector organizations. If adopted, this Regulation would come into force on the later of August 1, 2013 or the date this Regulation is filed.

Amendments to regulations under the Insurance Act based on Ontario Auto Insurance Anti-Fraud Task Force recommendations

Proposed changes to Ontario Regulation 34/10 (Statutory Accident Benefits Schedule Effective September 1, 2010), Ontario Regulation 283/95 (Disputes Between Insurers) and Ontario Regulation 7/00 (Unfair or Deceptive Acts or Practices) based on recommendations made by the Ontario Auto Insurance Anti-Fraud Task Force Steering Committee in its Final Report.

Changes to Regulation 392, 393 and 405 under the Farm Products Marketing Act to implement a proposal to merge the Ontario's Bean Producer's Marketing Board and the Ontario Coloured Bean Growers' Association into a single marketing board.

In October 2012, white and coloured bean producers voted in favour of the creation of a single marketing board for both white and coloured beans. The proposed changes to Regulation 392, 393 and 405 under the Farm Products Marketing Act are intended to implement this direction in accordance with the regulatory proposal in the voters' package.

Proposed Amendment 2 (2012) to the Growth Plan for the Greater Golden Horseshoe, 2006.

The Minister of Infrastructure is seeking feedback on Proposed Amendment 2 (2012) to the Growth Plan for the Greater Golden Horseshoe, 2006, which was released on November 2, 2012. Proposed Amendment 2 contains proposed policies that relate to population and employment forecasts for municipalities in the Greater Golden Horsehoe. The Ministry is also consulting on possible transition provisions that may be set out by the Minister in a regulation.

Proposed amendments to Regulation 79/10 under the Long-Term Care Homes Act, 2007.

The Ministry of Health and Long-Term Care (Ministry) proposes to make amendments to Regulation 79/10 (Regulation) under the Long-Term Care Homes Act, 2007 (LTCHA) relating to the admission to Convalescent Care Program beds, qualifications for staff, admission to and discharge from specialized units and reporting of critical incidents.

Proposed amendments to Ontario Regulation 316/08 (Designation - Flowers Canada (Ontario) Inc.) under the Farm Products Marketing Act

Proposed amendments to Ontario Regulation 316/08 (Designation - Flowers Canada (Ontario) Inc.) would increase the licence fees payable by greenhouse flower growers. The fee would be adjusted from $0.020 to $0.025 per square foot of greenhouse floriculture plants grown to a new maximum of $16,250 instead of the current maximum of $13,000 per year.

Mandatory Adoption of Upper-Tier (County) Official Plans

This is a proposal by the Minister of Municipal Affairs and Housing to amend Ontario Regulation 352/02 (Mandatory Adoption of Official Plans) under the Planning Act to require all upper-tier municipalities to adopt an official plan.

It is proposed that R.R.O.1990 Regulation 407 (Eggs-Marketing) and R.R.O. 1990 Regulation 409 (Eggs-Plan) be amended to change the definitions of "chicks-for-placement" and "fowl" in those regulations to make them consistent with the definitions of "chicks-for-placement" and "fowl" found in subsection 21(1) of the Farm Products Marketing Act.

Transfer criminal record check requirement under Ontario Regulation 473/07 of the Highway Traffic Act to the Ministry of Education's, Ontario Regulation 521/01.

Under Ontario regulation 473/07 of the Highway Traffic Act, a police record check is required to obtain a Class B & E (school bus) licence. Ontario Regulation 521/01 requires school boards to collect criminal background checks for all employees and for service providers who have direct and regular contact with students.

Amendments to Regulation 440 (Vegetables for Processing - Marketing) to revise the negotiation dates for cucumbers.

Industry has asked for two of the dates relating to the cucumber negotiations to be revised in order to fit better into their business cycle. The proposal is for the first round deadline to be moved from December 5 to December 15, and for the local board offer deadline to be moved from December 15 to December 20. Regulation 440 is an Ontario Farm Products Marketing Commission regulation which the Commission has the authority to amend.

Proposed revisions to Regulation 753 (Grades, Standards, Designations, Classes, Packing and Marking) under the Milk Act.

The Canadian Milk Supply Management Committee has approved changes to the national Harmonized Milk Classification System (HMCS) resulting in certain dairy products being reclassified among Classes 1, 2, 3 and 4. The changes to the Milk Classes table in Section 11 of Regulation 753 (Grades, Standards, Designations, Classes, Packing and Marking) are proposed to make the table in Regulation 753 consistent with the national HMCS.

Producers of cow milk would be required to have a veterinarian perform an annual animal health assessment of the producer's herd and complete a form attesting to the status of animal health and use of veterinary medicines on farm. The producer would be required to retain completed forms and produce them to a fieldperson or the Director on request. The proposed regulation would prescribe monetary penalties for non-compliance. A complementary amendment to O. Reg 121/98 may be required.

Proposal to introduce a New Entrant Education and Evaluation Program for new truck and bus operators.

Ministry of Transportation (MTO) is proposing to introduce a proficiency test for new truck & bus operators. New operators will be required to demonstrate knowledge of Ontario's safety laws by completing a test prior to obtaining a Commercial Vehicle Operators' Registration (CVOR) certificate. CVOR certificates are required for operators of commercial vehicles: trucks that have a gross weight or registered gross weight over 4,500 kg & buses that have a seating capacity of 10 or more passengers

An Update of Ontario’s Compost Guideline and Regulatory Framework  (source: Environmental Registry)

The proposed revisions to the compost framework would: support increased waste diversion from landfill; establish three new categories for finished compost (AA, A and B), which would allow the composting of a broader range of materials (such as septage, sewage biosolids and pulp and paper biosolids) in a manner that is protective of the environment and human health; align Ontario’s compost standards more closely with other provinces; and provide updated best management practices and guidance.
